වර්ෂ 1980. 02. 11 දින විනිසුරු පී. අර්. වල්ගම ශ‍්‍රී ලංකා නීතිඥ සංගමයේ සාමාජිකත්වය ලබන අතර වර්ෂ 1986. 11. 03 දින මහේස්ත‍්‍රාත්වරියක් ලෙස නීති ක්ෂේත‍්‍රයට පිවිසියාය. එතැන් සිට වසර 30 ක වැඩි කලක් මහේස්ත‍්‍රාත් උසාවිය, දිසා අධිකරණය, මහාධිකරණය කොළඹ වාණිජ මහාධිකරණය හා සිවිල් අභියාචනාධිකරණයේ විනිසුරුවරියක් ලෙස තම සේවා දායකත්වය සපයා තිබේ. වර්ෂ 2014. 09. 20 දින මෙරට අභියාචනාධිකරණ විනිසුරුවරියක් ලෙස පත්වීම් ලබන විනිසුරු වල්ගම ඉන් වසර තුනකට පසු 2017. 05. 09 දින අභියාචනාධිකරණ සභාපතිනිය ලෙස උසස්වීම් ලබන්නීය. වර්ෂ 2017. 06. 17 දින දශක තුනකට වැඩි නීති වෘත්තියයෙන් විශ‍්‍රාම ලබන විනිසුරු පී. ආර්. වල්ගම ඉන් අනතුරුව ද ශ‍්‍රී ලංකා විනිසුරුවරුන් පුහුණුකිරීමේ ආයතනයේ දේශන පවත්වා තිබේ.2024.12.31 දින ඇය ඉල්ලා අස්වී ඇත.

03.නීතිඥ කිෂාලි පින්ටෝ-ජයවර්ධන මැතිණිය (කොමසාරිස්)

නීතිඥ කිශාලි පින්ටෝ-ජයවර්ධන, තොරතුරු දැනගැනීමේ අයිතිවාසිකම පිළිබඳ නීතිය ප‍්‍රතිඵල කළ 2003/2015 කෙටුම්පත්කරණ කමිටුවල සාමාජිකාවක වශයෙන් සේවය කළාය. කොළඹ විශ්ව විද්‍යාලයේ නීති පීඨයෙන් ගෞරව පන්ති උපාධියක් ලබා ගත් ඇය 1997 සිට 2007 දක්වා ආණ්ඩුක‍්‍රම ව්‍යවස්ථා නීතිය සම්බන්ධ නඩුවලට පෙනී සිටියාය. ඒ අනුව සාමාන්‍ය පුරවැසියන්ට එරෙහිව අධිකරණ අපහාසය යොදාගැනීම සීමා කිරීම පිළිබඳ උත්පාදක මතය ගෙන හැර දැක්වූ ප‍්‍රනාන්දු එරෙහිව රජය, (අංක 1189/2003/2005) නඩුව ඇතුළත් නඩු කටයුතු ගණනාවක් සඳහා එක්සත් ජාතීන්ගේ මානව හිමිකම් කමිටුව ඉදිරියේ ප‍්‍රතිෂ්ඨාවකින් තොරව (ගාස්තු අයකිරීමකින් තොරව)පෙනී සිටියාය. අනතුරුව 2006 වසරේදී ශ‍්‍රී ලංකා නීතිඥ සංගමය සඳහා අධිකරණයට අපහාස කිරීමේ නීතිය සම්බන්ධයෙන් නීති කෙටුම්පත් සම්පාදනය කළාය. 1998 වසරේ සිට 2016 සැප්තැම්බර් දක්වා ද සන්ඬේ ටයිම්ස් පුවත්පතේ කර්තෘ මණ්ඩල (නීති) උපදේශිකාව වශයෙන් කටයුතු කළ ඈ, එම පුවත්පතේ නීතියේ ආධිපත්‍යය සුරැකීමට ඇති අභියෝග පිළිබඳ දිගුකාලීන තීරු ලිපියක් සම්පාදනය කිරීමට ද දායක වන්නීය. ජ්‍යෙෂ්ට නීති උපදේශිකාවක සහ විශේෂඥ උපදේශිකාවක වශයෙන් ඇය කටයුතු කර ඇති ආයතන අතරට එක්සත් රාජධානියේ ලන්ඩන් විශ්ව විද්‍යාලයේ පොදු රාජ්‍ය මණ්ඩලයීය අධ්‍යයන කේන්ද්‍රය, එක්සත් රාජධානියේ සසෙක්ස් විශ්ව විද්‍යාලයේ සංවර්ධන අධ්‍යයනය පිළිබඳ ආයතනය, ඩෙන්මාර්කයේ වධ හිංසාව පිළිබඳ පර්යේෂණ ආයතනය, එක්සත් ජාතීන්ගේ සංවර්ධන වැඩසටහන, ලෝක බැංකුව සහ නීති විශාරදයන්ගේ අන්තර්ජාතික කොමිසම අයත් වේ. සැල්ස්බර්ග් අධිශිෂ්‍යත්වධාරිනියක සහ නවදිල්ලි විශ්ව විද්‍යාලයේ සාමය පිලිබඳ විද්‍යාර්ථියෙකු ද වන ඇය, කැන්බරා හි ඔස්ටේ‍්‍රලියානු ජාතික විශ්ව විද්‍යාලයේ සම්භාවනීය ආරාධිතයෙකු ද වන්නීය. 2014 වසරේදී ශ‍්‍රී ලංකා කර්තෘ සංසදය විසින්, සිය සගයන්ගේ සහ මහ ජනතාවගේ අගැයීමට ලක්වන පුවත්පත් කලාවේදියාට හිමි ඞී. ආර්. විජේවර්ධන සම්මානය සඳහා ඇය ඒකමතිකව නාමයෝජනා කරන ලදී. 2016 වසරේ ඇය නැවතත් මෙම සම්මානය පිළිගත්තේ තොරතුරු දැනගැනීම් අයිතිය පිළිබඳ ව්‍යාපාරයේ ක‍්‍රියාකාරීන් වෙනුවෙනි. 2004 සිට 2014 දක්වා නීතිය හා සමාජ භාරයේ නියෝජ්‍ය අධ්‍යක්ෂිකාව, එල්එස්ටී රිවීව් හි සංස්කාරක සහ නියෝජ්‍ය සංස්කාරක මෙන්ම අභියාචනා නීති වාර්තාකරු ලෙස කටයුතු කළ ඇය, Rule of Law in Decline (RCT,2009), Still Seeking Justice (ICJ-2010) සහ Embattled Media (Sage, 2015) (සම සංස්කරණය) ඇතුළත් ග‍්‍රන්ථ ගණනාවක් රචනා කර තිබේ.

04.නීතිඥ ජගත් ලියන ආරච්චි මයා (කොමසාරිස්)

ජගත් ලියන ආරච්චි 1996 දී කොළඹ විශ්වවිද්‍යාලයේ නීති පීඨයෙන් උපාධිය ලබා ශ්‍රී ලංකා ශ්‍රේෂ්ඨාධිකරණයේ නීතිඥවරයකු ලෙස ලියාපදිංචි වූ නීති වෘත්තිකයෙකි. කැලණිය විශ්වවිද්‍යාලයෙන් ජනසන්නිවේදනය පිළිබඳ ශාස්ත්‍රපති උපාධිය ලබා ඇති ඔහු පසුගිය වසර 25 තුළ රාජ්‍ය හා රාජ්‍ය නොවන ආයතනවල විවිධ වූ පිළිගත් තනතුරු රැසක් හොබවා ඇත. නීතිය, තොරතුරු දැනගැනීමේ අයිතිය, මානව හිමිකම්, දූෂණ විරෝධී, මැතිවරණ නිරීක්ෂණ, මැතිවරණ ප්‍රතිසංස්කරණ සහ රාජ්‍ය ප්‍රතිපත්ති පිළිබඳ පළපුරුද්දක් ඇති ඔහු ශ්‍රී ලංකා මානව හිමිකම් කොමිෂන් සභාවේ නියෝජ්‍ය අධ්‍යක්ෂ, අධීක්ෂණ සහ සමාලෝචන, තොරතුරු ග්‍රීඩ් අධ්‍යක්ෂ, ජාතික මාධ්‍ය මධ්‍යස්ථානය. ඔහු වෘත්තීය පුහුණුකරුවෙකු වන අතර පුහුණු අත්පොත් නිර්මාණය කර ඇති අතර රාජ්‍ය සහ රාජ්‍ය නොවන ආයතන සඳහා විෂයයන් ගණනාවක් පිළිබඳව පුහුණුව ලබා දී ඇත. ඔහු දැනට කැලණිය විශ්වවිද්‍යාලයේ ජනසන්නිවේදන අංශයේ බාහිර කථිකාචාර්යවරයෙකු ලෙස සේවය කරයි. රාජ්‍ය නොවන අංශයේ විවිධ තනතුරුවල සේවය කර ඇති ඔහු පාලනය, මැතිවරණ නිරීක්ෂණ, දූෂණ විරෝධී, මාධ්‍ය සහ නීතිය පිළිබඳ සිය විශේෂඥතාව පුළුල් කර ඇති අතර, ජනතාවගේ අයිතිවාසිකම් සහ නිදහස තහවුරු කිරීම අරමුණු කරගත් බහුවිධ සිවිල් සමාජ මුලපිරීම් සඳහා දායක වී ඇත. ඔහු ලේඛකයෙකු වන අතර තොරතුරු දැනගැනීමේ අයිතිය, ආණ්ඩුක්‍රම ව්‍යවස්ථා ප්‍රතිසංස්කරණ, පාලනය, දූෂණ විරෝධී සහ මැතිවරණ ඇතුළු තේමාත්මක ක්ෂේත්‍ර ගණනාවක් පිළිබඳ ප්‍රකාශන ගණනාවක් ලියා ඇත.
